Health Information Exchange is defined within the American Medical Informatics Association (AMIA) glossary as "the electronic movement of health related information among organizations according to national guidelines". The use of HIE helps health centers achieve the goals of the triple aim by improving the patient experience through seamless information flow across multiple healthcare providers, improving population health through effective integration of population information across a geographic region, and reduction of the per capita cost of health care through reduced paper-based information exchange, and avoidance of unnecessary tests and treatments.
Discussions with PCAs and HCCNs reveal that many health centers are struggling with understanding and prioritizing data interoperability. Even for those health centers currently participating in local HIE efforts, achieving value is a constant struggle. Therefore, it was suggested that HITEQ compile basic resources about HIE and interoperability, its relation to Meaningful Use, and material highlighting the value of HIE (e.g., use cases and high level syntheses of literature based on environmental scans).
The organizing principle for this resource collection is to answer the ‘Why?’, ‘What?’, and ‘How?’ of HIE participation for health centers. The resource set starts by answering the question ‘Why should health centers participate in HIEs?’ with discussions of the relevance of HIE to health centers. The second section clarifies the definition, technologies, and key terms for HIE. Finally, the ‘How?’ section explains the processes and key issues health centers must address to participate fully in HIEs.
